ON the wiſdom of the treaty there could be, and there was, but one opinion. It was univerſally approved. Very unfortunately, however, the execution of it gave riſe to a difference, which ended in the reſignation of the honourable and diſtinguiſhed officer by whom it had been ſo judiciouſly effected. He quitted, in diſguſt, a profeſſion in which he was eminently calculated to ſhine ; and, by his retiring, the ſervice loſt an honeſt and gallant ſoldier. A conſequence that renders it neceſſary for me to ſtate the nature of the cauſe of it, and the counter opinions that were entertained on the ſubject.
